This recent drone video by Tracy Niimi captures the ongoing construction and restoration work along Pohoiki Road, one of the key infrastructure projects supporting the Kīlauea Recovery effort in lower Puna. The footage highlights steady progress in road grading, drainage improvements, and paving preparations aimed at restoring safe access to the coastline and nearby communities. As of 2025, construction crews continue to make substantial progress toward reconnecting the area while preserving surrounding natural and cultural resources.

January 2025 Update -

  • County of Hawai‘i is restoring roads covered by lava from the 2018 Kīlauea eruption to reconnect Lower Puna communities.

  • Highway 137 Reconstruction:

    • Began January 9, 2025.

    • Contractor: Isemoto Contracting.

    • Location: “Four Corners” intersection (Highways 137 & 132).

    • Length: 3.6 miles (Kapoho to Pohoiki).

    • Estimated completion: Q3 2026.

  • Pohoiki Road Restoration:

    • Contractor: Nan Inc.

    • Scope: 4.5 miles of reconstruction and realignment.

    • Start: Q2 2025.

    • Completion: Q4 2026.

  • Waterline Replacement: Included along both roadways.

  • Project Cost: ~$50 million total.

    • 75% funded by FEMA.

    • 25% funded by State of Hawai‘i recovery funds.

  • Safety: No-trespassing signs will be posted; public access to construction zones is prohibited.

  • Timeline: Includes procurement, design, and construction phases.

  • Significance: Marks a major milestone in rebuilding Lower Puna’s infrastructure and community resilience.

September 2024 Update -

The Department of Public Works will be blessing the heavy equipment to mark the start of road construction on Highway 137. All are welcome to attend the blessing ceremony, which will take place at the Kumukahi Lighthouse entrance (Four Corners) on Tuesday, September 24, at 10:00 AM.

 

August 2024 Update -

The Hawai‘i County Department of Public Works (DPW) is moving forward with the reconstruction of a section of Highway 137, stretching from Highway 132 to Pohoiki Road. This essential project includes grading the existing lava rock, constructing a new asphalt concrete pavement structure, removing and replacing pavement in areas not affected by lava inundation, and installing a new 6-inch waterline. Additional improvements will also include roadway signs, striping, and pavement markers to ensure the safety and longevity of the road.

Isemoto Contracting Company, Ltd has been awarded the contract for this project and received the notice to proceed on June 24, 2024. The project is expected to be completed by March 2026, with on-site construction set to begin at the end of September 2024.

Road Work Base Map 

  • Blessing and Surveying of Highway 137-A from Highway 132 to Pohoiki Road began in September 2024 and Road Restoration started in January 2025. This project includes the restoration of waterlines along Highway 137.
  • Contract for restoration and realignment of Upper and Lower Pohoiki Road, along with restoration of 1000 ft of Leilani Avenue, was awarded to Nan Inc. in January 2025, with construction anticipated to begin in the second quarter of 2025. This project includes restoration of waterlines along Pohoiki Road.
  • Restoration of Highway 137-B near MacKenzie State Recreation Area will commence after the completion of the previous two projects.
  • Restoration of Lighthouse Road will be the final project to be completed.

Funding

A cost agreement between the County and FEMA that was announced in March 2020 identified about $82 million worth of damage to public roads from the eruption, not including Highway 132. The Federal share of that is about $61.5 million, or 75%. The County’s 25% local match, covered by the State loans, is about $20.5 million. FEMA’s funds are provided on a reimbursement basis.
