Process Overview

The process to plan and implement immediate, near-term, and long-term recovery actions is comprised of the following 3 phases:

  1. Phase 1 – Goals: broad primary outcomes, our big ideas and dreams that we want to become reality.
    • Status: Completed May 2019

  2. Phase 2 – Objectivesaccomplishable and measurable steps we take to achieve our goals, the specific improvements and changes we seek.
    • Status: Completed August 2019

  3. Phase 3 – Strategiescoordinated sets of actions, the major approaches or methods that we take to attain our objectives and sustain efforts to achieve goals.
    • Status: In-progress

The output of these three phases will be a Recovery Strategic Plan to inform immediate and long-term policy and funding decisions. The planning process also will produce an Economic Recovery Plan and a Volcanic Risk Assessment

Recovery Task Force

Hawai‘i County’s Kīlauea eruption recovery team convened a Disaster Recovery Task Force to assist with developing policy decisions and recovery strategies, in addition to collaborating on implementation. The task force consists of representatives from the County administration, County Council and community.

Some members also serve as co-leads for Recovery Support Function working groups. Those are Housing; Health & Social Services; Infrastructure; Economic Recovery; Natural & Cultural Resources; and Community Planning & Capacity Building. Those interested in participating in the working groups should contact the recovery team at kilauearecovery@hawaiicounty.gov.
